In 2017, Dudek Environmental Engineering, a local wildland fire engineering firm, was added to The Junipers project team to prepare a Fire Protection Plan (FPP) and Evacuation Plan for The Junipers.


Significant research and analysis was conducted in preparation of the Fire Protection Plan (FPP) and the Glens + Junipers Evacuation Plan. Both documents were prepared by field experts to provide feasible solutions to address community concerns. The reports are the product of collaboration and coordination with City staff and several key project consultants/engineers.


Projects like The Junipers, which have been designed to meet all City code requirements, would NOT require an FPP or an Evacuation Plan. However, both reports have been included in The Junipers’ Environmental Impact Report to support the CEQA analysis and address community concern.


The contents of the FPP and the Evacuation Plan were presented at the Rancho Peñasquitos Planning Board Land Use Committee on June 5 and September 4, 2019.

THE JUNIPERS IMPROVES EVACUATION THROUGH
NEW ON-SITE AND OFF-SITE EGRESS OPTIONS





  • The Junipers includes three on-site points of emergency ingress/egress able to be used by all residents of the Glens and future residents of The Junipers.
  • Should PQ Drive be closed during an emergency, residents would be able to head south through The Junipers to access Carmel Mountain Rd.
  • The new routes give first responders more options when evacuating residents.
  • During an emergency evacuation, first responders will determine the most appropriate routes for all (Glens and Junipers) residents.
  • The Junipers improves the emergency exit at the end of Andorra Way by removing the existing bollards and installing an automatic, remote-opening gate, brush management. These off-site improvements are not required for The Junipers; improvement at Andorra is included as community benefit.

  • The FPP includes analysis of the area’s current condition and forecasted fire environment, e.g., fuels, terrain, wind events (i.e. Santa Anas), historical fire patterns, vegetation management.
  • The landscaping design for The Junipers has not been finalized, however the plant pallet is a collaborative effort between Dudek (wildland fire consultants and arborists) and Schmidt Design Group (landscape architect). The tree pallet for The Junipers is being selected to address fire safety concerns, minimize invasive species to protect Black Mountain Open Space preserve and incorporate highly beneficial trees to reduce water consumption.
  • The Junipers will implement ignition resistant building standards for all structures. These building standards are the result of post-wildfire save and loss assessments which determined why some homes burn while others are saved.

The property’s existing condition poses greater fire risk than the proposed condition. The Junipers converts 112 acres of non-native fuels to managed, ignition-resistant landscape. Slopes will be planted with drought-tolerant, regionally appropriate landscaping.

Current: In 2019, we embarked on the most comprehensive brush management program since the course's closure in 2015. The program included mowing, clearing downed trees and brush, and removing invasive species which are more prone to ignition. In addition, we commissioned a report by a certified arborist to determine which trees were in poor health. These trees were also removed or trimmed.


Future: Following construction, The Junipers’ Homeowners Association will maintain all on-site slope landscaping and brush management.
