enhanced circulation



Conversations with our neighbors identified key opportunities for The Junipers to address existing issues and provide improvements to pedestrian, bicycle and vehicular circulation.


Many of the concerns and ideas shared with us at the September 2017 Circulation Charette have been incorporated into the plans for The Junipers. Thank you to those who participated and helped us address this important issue.


On May 1, 2019, The Junipers' traffic engineer presented at the Rancho Peñasquitos Planning Board Land Use Committee.

Through our outreach we learned that many local residents value being able to walk and bike around the existing community, yet some were worried about navigating the streets without safe pedestrian crossings and bike lanes.


In response, The Junipers includes a Mobility Zone which is located within the publicly accessible park on the southeastern corner of the project site. The Mobility Zone is proposed to include a bicycle hub and other features dedicated to facilitating multi-modal transportation. Proposed amenities include:

  • Bicycle racks (14 spaces),
  • Pneumatic air pressure facilities
  • Bike stands with tethered repair tools
  • Outdoor day-use lockers
  • Two bike vending kiosks
  • A staging area for shared scooters and e-bikes with posted user information
  • Posted information regarding local and regional streets and trails showing bike routes.
  • A drop-off/pickup area for rideshare (e.g. Uber, Lyft), carpool and similar purposes
  • Signage regarding transit options and schedule to make use of public transit, especially those routes stopping at the Sabre Springs Transit Center, more convenient
  • A shade structure and shaded seating areas would also be provided to create an environment conducive to waiting for on-demand services.

​The Mobility Zone provides easy access to the Social Loop for safe pedestrian access to the new public park.

Traffic calming measures



The Junipers proposes mitigation at two intersections: Peñasquitos Drive at Janal Way and Peñasquitos Drive at Cuca Street.


During our 5/1/19 presentation at the RPPB Land Use Committee, The Junipers' traffic engineer shared the plans to construct a roundabout at each of these intersections. In response to community concern, the roundabout at Cuca has been replaced with a stoplight.


Roundabouts provide speed management, safe pedestrian crossing, and discourage cut through. All three of these issues were shared with us as existing concerns for the Glens neighborhood.

Accessing the junipers



There are two proposed access points to The Junipers. A new right-turn lane will be added to Carmel Mountain Road. This new connector road does not provide daily egress from The Junipers. In the event of an emergency, it may be used for evacuation purposes only. The second access point is the new roundabout at Janal Way. The roundabout will provide daily ingress and egress.
